Purpose: To update the Committee on corporate activity relating to Procurement and Contract Management

Content: The Senior Procurement and Commissioning Officer introduced the report to committee and highlighted the following points: ·           The new Procurement Act came into effect in February 2025. ·           Procurement was delayed until necessary changes were completed, resulting in an increase in activity in Quarter 2 as shown in Appendix A. ·           The Social Value Policy and Social Value Measures had been updated. ·           Any procurement over the value of £30,000 would be monitored on the new procurement tracker. ·           Any non-compliance of the procurement rules would be challenged first by service area and then followed up at the Corporate Governance Group if still non-compliant. ·           Paragraph 2.28 contained incorrect dates when referring to the table, the dates were correct in the table at 2.29. ·           The table showed a decrease in local spend which was partly due to the timings of Capital Programmes and the fact that some services has been brought in house. ·           For future reports, they would aim to split Capital and Revenue expenditure data as requested at an earlier briefing.   Councillor Luff asked how much of the total spend on page 20 related to the New Build Programme to which the Senior Procurement and Commissioning Officer agreed to investigate.   In response to Councillor Hughes, the Senior Procurement and Commissioning Officer confirmed that an annual report on Social Value would be presented to the Committee which would also detail the financial value. This could be compared year on year as they progressed, however, there were currently no baseline figures for reporting.   Councillor Cook questioned why the amount of local spend had reduced and asked for a more detailed breakdown of the figures. The Senior Procurement and Commissioning Officer agreed to provide a breakdown outside of the meeting.   The Senior Procurement and Commissioning Officer provided the following answers in response to questions from Councillors: ·           The spend analysis figures showed the spend in the year that the invoice had been paid. ·           The council was in a good position in terms of compliance and a lot of work had been undertaken to ensure the correct guidance and training had been provided. ·           The new heat pumps for the leisure centres had been procured in 2023/24 and were provided by a local supplier.   Councillor Green asked whether there was a way to measure the value of the services that were brought in house as this was also contributing to the local spend. The Senior Procurement and Commissioning Officer agreed to look into the request.   Proposed by Councillor Braun, seconded by Councillor Hofmann.   Councillor Braun thanked the Officers for their hard work. She highlighted that paragraph 2.29 stated that there were unique projects procured in 2023/24 which inflated the spend. She acknowledged that this cost would vary from year to year and welcomed the additional detail to be provided.   On being put to the vote, the Motion was carried unanimously.   RESOLVED To note: a)    The progress made on the implementation of the Procurement Act. b)   The progress made on the Procurement Aims from the Procurement Strategy. c)    And the next steps for procurement and contract management across the authority.
