Purpose:

Content: The Committee considered a report by the Lead Environmental Health Officer – Commercial Regulation (circulated previously) regarding the Animal Licensing Policy Review.   The Lead Environmental Health Officer – Commercial Regulation confirmed the main amendments to the policy, as set out in her report, and noted the backlog of work being experienced by the team following the death of one of the Senior Officers.  His work had been covered by agency staff as there was a legal requirement to have a level three Inspector inspect premises licensed for animal activities.   In response to a question from the Chair, the Lead Environmental Health Officer – Commercial Regulation confirmed that the annual penalty notices charges go to the consolidated fund, with the exception of the expenses. The Authority would not be profiteering from the notices.   RESOLVED that the Lead Environmental Health Officer Commercial Regulation be instructed to l commenced a four-week consultation on the proposed amendments to the Animal Licencing Policy (Appendix A) with the general public and licensed community, and report back on any findings.   RECOMMENDED to Full Council the introduction of fees for primate licences, namely £505 for new applications, £255 for variations and £428 for renewals and that inspections be invoiced to applicants according to the true costs of the veterinary invoice received by the Council.
