Purpose: Request for Procurement Approval: Care and Support Services for Extra Care Housing Schemes. Approval is requested to procure care and support services for Heysham Gardens and Burnside Court Extra Care Housing schemes in Carlisle, using a mini-competition under the existing Framework for the Provision of Care and Support in Extra Care Housing Schemes. Heysham Gardens: Service to start on 1st February 2026 Burnside Court: Service to start on 1st April 2026 Both contracts will run until 31st March 2028, with the option to extend each for two additional periods of up to 12 months. The estimated total contract value for both schemes is £4.2 million, which includes potential extensions, anticipated growth, and contractual uplifts. A single procurement exercise will be carried out to appoint one care provider to deliver services across both schemes. However, two separate contracts will be awarded—one for each scheme—with different start dates but aligned end dates. It is also requested that delegated authority to award the contracts be given to the Director of Adult Social Care and Housing.
