Purpose: Update on the status of the Strategic Housing Delivery Programme and award of contract for Harewood Road regeneration site.

Content: This item of business was referred to Housing, Health and Communities Committee (HHC), meeting held on 10th November 2025 and was recommended to proceed to Ordinary Council. The report to HHC Committee provided an update on the status of the SHDP sites and sets out recommendations to the Council to appoint the main contractor for the construction of Harewood Road regeneration site and enter into a JCT Design and Build Contract.   The regeneration of Harewood Road, Pilgrims Hatch will create 40 new affordable homes.   Cllr Dr Barrett expressed gratitude to Mr Underwood and the SHDP Team for their hard work. Cllr Dr Barrett MOVED and Cllr Davies SECONDED the recommendations in the report. A vote was taken on a show of hands and it was RESOLVED UNANIMOUSLY: R1 – That the Council approves the award of contract for the construction of Harewood Road regeneration site as detailed within the appendix of the report.   R2 - That the Council grant delegated Authority to the Strategic Director (Deputy Chief Executive) - Commercial & Regeneration in consultation with the Chair of HHC Committee, Director of Housing, Chief Legal Officer and Section 151 officer to negotiate and agree final terms and enter into a JCT Design and Build Contract on the Harewood Road regeneration site subject to the conditions set out in the Appendices and as detailed in the report.
