To reserve the remainder of the available budget for contingencies and other unforeseen circumstances The waste transfer function at HLD contributes to the Council’s overhead recovery through income generated from private waste vendors. Additionally, it provides cost avoidance by supporting internal waste management services across other departments, including Parks, Street Cleaning, and Housing. Furthermore, maintaining this function enables MDC to locally bulk and process glass, facilitating onward commodity trading and supporting the Council’s recycling and sustainability objectives. The site has aged and there is now essential maintenance works to be carried out. This decision is to award said works We would have to source disposal outlets outside of Mansfield / contribute to their margin which would be costly.
