Purpose: To seek approval to appoint a project manager for the crematorium refurbishment project, following a procurement process carried out by Nottinghamshire County Council

Content: Appointment of Crematorium Refurbishment Project Manager     Approve the award of the Project Management contract for the refurbishment of the crematorium., noting that the funding has been approved by the Joint Crematorium Committee.   The Legal Services Manager be authorised to negotiate, finalise and complete all necessary legal agreements and other documents to give effect to the above     Mansfield District Council require a single supplier to act as an Employer’s Agent (EA) and Project Manager to lead and coordinate the refurbishment of the Mansfield & District Crematorium including the installation of 2 new electric cremators, following the approval of the capital spend by the Joint Crematorium Committee.   Mansfield & District Crematorium requires refurbishment as the current facility is now outdated in terms of spatial organisation, accessibility, internal environment, and aesthetic presentation. Furthermore, the mechanical and electrical systems are end-of-life and the cremators themselves no longer meet expected standards for operational efficiency or environmental performance, especially due to the lack of mercury abatement equipment.  In response to these challenges, the Joint Crematorium Committee has committed to a full refurbishment of the facility. The selected pathway is an extensive refurbishment which entails a full reconfiguration of the crematorium’s internal layout, recladding of external elevations to enhance energy performance and visual appearance and installation of two new electric cremators.   Cremator installation is a specialist service and requires a contractor with previous experience in this field due to the operational environment and the equipment to be installed.  On this basis the quality questions, for submission by interested parties, were heavily weighted towards the project manager’s previous experience of managing similar projects, overseeing the installation of cremation equipment and experience of managing a refurbishment on a live sensitive site. 7 submissions were received with 5 being proceedable.  The recommended contractor met the minimum requirements for quality and offered the lowest price of the bids eligible for contract award making their bid the Most Advantageous Tender overall. Mansfield District Council Design Services Team will act as critical friend throughout the project, providing further scrutiny and reassurance for members.   The project management of the project was a consideration for all the authority areas however ADC and NSDC do not have an internal Design Services team.  MDC Have insufficient capacity to be able to manage the full project however will act as client.
