Purpose: To consider the responses received through statutory consultation, and subsequent recommendations.
Content: 1. To carefully consider the results of the consultation undertaken between 9 August and 20 September 2024 in respect of the proposals referred to in this report, including formal objections received during the statutory consultation period (presented in Appendices A and B) and officers’ responses to these representations (Appendices C and D). 2. In accordance with the council’s statutory duties under the Equality Act 2010, including the Public Sector Equality Duty, to carefully consider the Equality Impact Assessments (EIAs) (Appendices E and F) prepared in respect of the proposals referred to in this report. 3. To note scheme approval provided by the Phase 3 Transport Programme – Capital Drawdown report of 10/09/2024 for the Brockwell Park to Gipsy Hill Healthy Route as illustrated in Appendix G1, subject to commencement by Spring 2026. 4. Further to recommendation 3 above, to authorise the making of traffic management orders to introduce all measures relating to the Phase 3 extension of the Brockwell Park to Gipsy Hill Healthy Route (between the A205 South Circular and Park Hall Road) and to implement limited elements of the proposed Controlled Parking Zone (CPZ) scheme as shown in the plan in Appendix G2. 5. Following the outcome of statutory consultation, to exercise discretion to not hold a public inquiry pursuant to Regulation 9 of the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996. 6. To note that further consideration and review is required for the remaining elements of the CPZ, not proposed as part of this report, which will be decided on at a later date. 7. To approve the projected spend of £974,000 (detailed in Table 3) to install the Healthy Route and specific parking changes to be funded with Local Implementation Plan (LIP) funding, allocated by TfL. 8. To authorise a statutory consultation to take place in early 2026 on the proposed parklets as detailed in Appendix L under section 115G of the Highways Act 1980 and that if, by the end of a 28-day consultation period, no objections have been received the parklets be implemented, but if objections are received, then the Assistant Director of Parking, Network Management and Fleet be delegated in consultation with the Deputy Leader of the Council (Sustainable Lambeth and Clean Air) to consider the representations and decide on whether to implement or abandon the proposals.
