Purpose: The Constitution authorises Officers to make decisions within the scope of their responsibilities, unless it is required to be made by a Portfolio Holder or Cabinet.   The Chief Operating Officer has exercised their delegated authority to submit a planning application for the former depot and warehouse site at Olding Road, Bury St Edmunds, for a change of use of the depot and warehouse to a leisure facility, along with part demolition of the warehouse building (gridline 15-27).

Content: The Constitution authorises Officers to make decisions within the scope of their responsibilities, unless it is required to be made by a Portfolio Holder or Cabinet.   The Chief Operating Officer has exercised their delegated authority to submit a planning application for the former depot and warehouse site at Olding Road, Bury St Edmunds, for a change of use of the depot and warehouse to a leisure facility, along with part demolition of the warehouse building (gridline 15-27). The Chief Operating Officer has made a decision, in consultation with the Portfolio Holder for Resources, to agree for the submission of a planning application for the former depot and warehouse site at Olding Road, Bury St Edmunds, along with the submission of a Section 80 Notice for the part demolition of the warehouse building (gridline 15-27). To enable a change of use from Sui Generous and Storage/distribution to a leisure use.   To enable part demolition of the warehouse from gridline 15-27 ahead of gull nesting season, to reduce risk of programme delay.   This is in line with the business case approved by Council in July 2024, and the revised business case submitted for consideration by Cabinet on 16 September 2025.   Planning permission is required to enable the premises to be let for commercial leisure purposes.   Risk of programme delay due to the gull nesting season.
