Content: Proposal: Erection of reception and storeroom (retrospective) The Senior Specialist Planner submitted a report which had been subject to a site visit on Monday 12 January. Slides were displayed on screen showing; location plan, existing site layout, proposed plans – site layout, proposed plans – elevations, reception building and reception building from front. The Senior Specialist Planner recommended that the application be approved subject to the conditions, with the Service Manager for Development and Implementation being given delegated authority to add and/or make any amendments to the conditions as considered appropriate. Representation: The Ward Councillor spoke in support of the application. The Agent spoke in support of the application. A Member questioned why the applicant had not applied for planning permission prior to the erection of the reception area. With permission of the Chair the Agent advised Members that the applicant had misinterpreted the Class H permitted development rights and therefore had been a genuine mistake. The Agent advised Members that once the applicant had become aware of this, he had instructed the Agent to get the application regularised. The Senior Lawyer advised Members that retrospective planning applications are part of the planning process and therefore the fact that it is retrospective is not a material consideration and that the application should be judged on its own merits. Following further consideration of the application a Member moved to accept the Officer’s recommendation, this was seconded. A vote was taken and it was unanimously agreed. RESOLVED – That the application be approved subject to the conditions set out below with delegated authority be given to the Service Manager for Development and Implementation to add and/or make any amendments to the conditions as considered appropriate. Conditions: 1. The development hereby permitted shall be carried out solely in accordance with the following plans: Location Plan Reception Dwg 03 Proposed Plans Dwg 04 Proposed Elevations Reason: In order to ensure that the development shall be carried out in complete accordance with the approved plans and any material and non-material alterations to the scheme are properly considered.
