Purpose: The Neighbourhood Community Infrastructure Levy (NCIL) NCIL is 15% of all CIL receipts received in the preceding financial year. For the 2025/26 financial year, the NCIL budget is £750,000, to be distributed equally across the borough’s three main areas: East, West, and North. Given the limited funding available, a prioritisation framework has been introduced to ensure that projects selected: Deliver added value to communities Align with corporate priorities Represent the most effective use of resources through to delivery Cross-Party Advisory Groups for each area have convened, reviewed, and scored all submitted applications. Each group has now made recommendations for a final decision to be made by the Leader of the Council. This report sets out the recommendations and seeks a decision on funding allocations.
