Content: The Resources and Waste Strategy sets out a vision for Knowsley as it works towards zero waste and the circular economy. It is an item that impacts the whole borough and as such must be considered a key decision   The Cabinet considered the report of the Assistant Executive Director (Neighbourhoods and Commercial Services), which sought approval of the Knowsley Resources and Waste Strategy 2026-2029.   Councillor Mrs S Powell, Cabinet Member for Communities and Neighbourhoods, reported that in March 2025, Cabinet endorsed the Liverpool City Region Zero Waste Strategy and the Knowsley Resources and Waste Strategy had been intended to underpin the wider LCR approach to achieving zero waste and set out the Council’s vision and objectives for transforming how residents and businesses think about, and deal with, the waste they produce.     Councillor Powell reported that the National and regional strategies played a significant role in shaping the Knowsley Resource & Waste Strategy 2026–2029 and it was vital that the Council’s strategy not only complied with new legislative requirements but also aligned with the Borough’s wider environmental ambitions. In this respect, this alignment ensured that strategic objectives were effectively translated into operational service delivery, giving residents confidence in the Council’s ability and resources to deliver on its commitments.   Councillor Powell highlighted that Knowsley published its Council Plan 2025-2030 that outlined how Knowsley would deliver effective, high-quality services and support to Knowsley’s residents and businesses and to fully meet this delivery promise Knowsley would undertake the implementation of a new food waste recycling collection service to all households by April 2026, the expansion of the types of materials recycled at the kerbside, an improvement in the amount of waste being recycled and an improved offer of support to residents in relation to positive waste behaviours.   RESOLVED – That the new Resources and Waste Strategy 2026-2029, as attached at Appendix A to this report, be approved.
