Content: The value of the grant funding agreement is significantly over £1m and the associated works will be undertaken across all wards in the Borough.               The Cabinet considered the report of the Executive Director (Regeneration and Economic Development) which sought authorisation to enter into a Grant Funding Agreement with the Combined Authority to accept the Transport for City Region money to allow for future programmes to be developed.   Councillor T Brennan, Deputy Leader and Cabinet Member for Regeneration and Economic Development, reported that in the 2025 Spending Review undertaken by Central Government it had been confirmed that £15.6 billion would be made available between 2027 and 2032 to provide Transport for City Regions settlements for nine eligible mayoral strategic authorities, with the Liverpool City Region Combined Authority being awarded £1.581 billion.    Councillor Brennan highlighted that the Transport for City Region had been a  significant investment in transport and infrastructure across the city region and while the wider funding would deliver significant road, rail, bus and sustainable transport solutions the funding had also been for maintaining and improving the existing highways asset.  In this respect, Councillor Brennan indicated that the report focussed on maintaining and improving the existing highways asset element and accepting the funding associated with this.  Councillor Brennan highlighted that further agreements would be sought as the programme developed and other elements of the funding were released.   Councillor Brennan reported that the Combined Authority was allocating £32.780m of the Transport for City Region funding to Knowsley Council for highways works associated with non-major schemes between financial years 2027/28 and 2031/32.    RESOLVED – That:-   (i)            The Council enter into a Grant Funding Agreement with Liverpool City Region Combined Authority, in relation to the Transport for City Regions funding for 2027 to 2032.   (ii)          the Head of Legal Services to finalise and then complete the terms of the Grant Funding Agreement referenced in paragraph (i) above.   (iii)         The Executive Director (Regeneration and Economic Development) in consultation with the Cabinet Member for Regeneration and Economic Development to approve a delegated report should the value of the Grant Funding Agreement be within 10% of the initial allocation of £32.780m.
