Purpose: This plan sets out the short-term priorities that the Council intends to complete by 2030 on its journey to Net Zero.  

Content: This plan sets out the short-term priorities that the Council intends to complete by 2030 on its journey to Net Zero.                 The Cabinet considered the report of the Executive Director (Communities and Neighbourhoods) which outlinedthe proposedactions inthe NetZero DeliveryPlan 2026-2030 under the key pillars of Transport, Buildings, Clean Energy andNatural Environment.  In this respect, the Council also recognisedthat cross-cutting actions such as Waste, Air Quality and Health were also critical, and those pillars aligned with the Liverpool City Region’s Climate Action Plan.                 Councillor Mrs S Powell, Cabinet Member for Communities and Neighbourhoods reported that the Council had declared a Climate Emergency in January 2020 and committedto meetinga NetCarbon Zero2040 targetfor emissionsfrom the Council’sestates andservices.  In this respect. In order to maximise theCouncil’s impacton this agenda,a ClimateEmergency ActionPlan had beenapproved byCabinet in November2020, anda NetZero DeliveryPlan had also been developedto focus on short-term priorities between 2022 to 2025.                 Councillor Powell highlighted that since the Council's Climate Emergency declaration in January 2020, progress had been made on the Council's journey to a Net Zero 2040.  In this respect, a broad range of projects had been undertaken over the last five years from the decarbonisation of public sector buildings, piloting alternative and low carbon fuel in fleet vehicles, to the creation of both the Schools Climate Network and the Climate Education Opportunities Programme. Councillor Powell highlighted that the Council’s commitment to work with partner organisations to reduce carbon emissions had been crucial, and this work with partners would continue.                 Councillor Powell reported that the delivery of those projects had resulted in a significant reduction in carbon emissions from the Council's internal estates and services in 2024/25 when compared to 2009/2010 level and a new Net Zero Delivery Plan covering 2026-2030 had been developed which outlined the steps to be taken to build on this achievement.                 RESOLVED – That the Net Zero Delivery Plan 2026-2030, attached at Appendix A, be approved.
