Purpose:

Content: The Chief Executive submitted a report seeking Committee’s approval of the proposal for further conditions on private hire operators’ licences and consultation on such proposals.   Committee was requested to consider and recommend consultation on two focussed conditions for operators, which address “out-of-area” vehicles being sub-contracted by Ribble Valley licensed operators, and DBS requirements for operators’ staff.   A six?week consultation was proposed, with findings to be reported in March 2026.   RESOLVED THAT COMMITTEE:   1.         Approve in principle the amendment of the conditions for Private Hire Operators.   2.         Authorise the Head of Legal and Democratic Services to consult licence holders and other consultees upon the introduction of the proposed amendments.
