Content: Members were advised that a revised version of the published report and Appendix A (pages 13-29 of the Agenda pack) had been circulated and contained the following corrections: · a naming error in the published papers referred to St. Catherine’s Cross Open Space (Item 2a); this had been corrected in the revised documents to St. Catherine’s Open Space. St Catherine’s Cross is a separate parcel of land; approval of the asset is subject to receipt of an amended Expression of Interest from Bletchingley Parish council and a subsequent EOI assessment being completed by Tandridge District Council. · expressions of interest for South Godstone Playing Field and Pavilion (Item 2e) had been received from both Godstone Parish Council and the South Godstone Sports and Community Association, the latter not having been referenced in the published papers. The Chair confirmed that the subsequent reference to Godstone Sports Association should read South Godstone Sports and Community Association. An overview of the CAT programme was provided, setting out details of a further 14 assets which met the qualifying criteria for Committee approval in principle. Assets approved in principle would move to detailed due diligence and subsequently to contract, subject to no material issues arising. Members noted that assets classified as “complex” varied in the nature of the issues involved, which could include trust arrangements, unregistered land, or timelines driven by external bodies such as the Charity Commission. During the debate, Officers confirmed that land held in trust or unregistered land was classified as more complex due to the regulatory or procedural steps involved, rather than any underlying ownership concerns. Members expressed concerns regarding the recommendation for South Godstone Playing Field and Pavilion (Item 2e), namely that, as expressions of interest had been received from both Godstone Parish Council and the South Godstone Sports and Community Association, that the recommendation was to allow approval in principle to either party. In response Officers confirmed that: · both Godstone Parish Council and the South Godstone Sports and Community Association had undergone the standard due diligence scoring process and were both considered suitable recipients for the asset; · scoring criteria would be considered if a competitive decision were required. Following debate, the Committee agreed to proceed to a vote on recommendation 2e at this meeting, with an update on recipient preference to be provided verbally at the Strategy & Resources Committee meeting due to take place on 29 January 2026 During consideration of Whyteleafe Recreation Ground, a drafting error in Appendix N was highlighted, relating to the referenced conveyance dated 1925; officers undertook to correct this. . Councillor Crane, as Vice Chair of the Committee, chaired the vote in respect of resolution 2h due to the interest the Chair, Councillor Sherry had declared. Councillor Sherry did not participate in the vote.
