Purpose:

Content: Councillor Morris-Cook introduced the report.   Non-Executive Member Councillor Rigby was permitted to ask her question.   How much income do you anticipate raising from the brokerage fee for full cost payers of non-residential care services?   Councillor Hooper clarified that they have calculated, based on averages, that introducing a brokerage fee for full-cost payers wishing us to arrange their care services will generate up to £58,500 per annum.  This is the first year of introducing the fee so we will be able to more accurately state fees collected at mid-year point of 26-27.  As the amount we collect is linked to demand, annual revenue generated by the introduction of the fee will vary from year to year.   Councillor Rigby asked the following supplemental question.   Is this a one-off fee?   Councillor Hooper confirmed it is a one-off fee to help find a placement.   Councillor V Holloway confirmed that they will not be increasing parking fees and charges this year. It also costs money to change the signs so there will be an additional saving on this too.   The Leader commented how readable the report is now and thanked officers and Councillor Morris-Cook for their hard work on this.   RESOLVED:   2.1     Cabinet approved the Thurrock Council Fees and Charges Policy for 2026/27 as detailed in Appendix 1.   2.2        Cabinet noted the statutory fees and charges to be levied by the Council with effect from 1st April 2026 as detailed in Appendix 1a.   2.3      Cabinet approved the proposed discretionary (non-statutory) fees and charges to be levied by the Council with effect from 1st April 2026, as detailed in Appendix 1b.   2.4    Cabinet noted the fees and charges No Longer Applicable for both discretionary (non-statutory) and statutory with effect from 1st April 2026 as detailed in Appendix 2a and 2b.   2.5    Cabinet approved, in line with the Fees and Charges Policy 2026/27, delegated authority to the Chief Finance Officer (S151), in consultation with the relevant Portfolio Holder (s) and Corporate Director, relevant Corporate Director, to amend Fees and Charges to be updated within the financial year, in response to any changes in Government Legislation only, for statutory charges within a service area.   2.6     Cabinet approved, in line with the Fees and Charges Policy 2026/27, delegated authority to the Chief Finance Officer (S151), in consultation with the relevant Portfolio Holder (s) and Corporate Director, to authorise amendments to discretionary (non-statutory) fees and charges in-year.   2.7      Cabinet approved that all future Fees and Charges, including Licensing and Adults Social Care fees shall be reviewed and agreed as part of the Annual fees and charges process and timeline from 2026 and beyond
