Content: To approve the development and implementation of the Health Hub Phase 1, including funding allocation.   ROTHERHAM METROPOLITAN BOROUGH COUNCIL   RECORD OF OFFICER EXECUTIVE DECISION   Date of Decision: 28th January, 2026 Title: Health Hub Phase 1 – Full Business Case approval, conclusion of procurement and entering into a contract to commence works. Reasons for the Decision: To enable full implementation of the Health Hub Phase 1 scheme and commence works onsite. Details of alternative options considered and rejected: Do nothing - Involves no investment in the former Boots building, Abbey Pharmacy remaining in its current premises during construction of the Library/Markets project. This requires significant structural workarounds, presenting health and safety and programme risks to the Markets Redevelopment Scheme. Not recommended Do minimum - Enables early refurbishment of the former Boots building to create a ground floor unit for future occupation. Speculative delivery may not match tenant needs. Regeneration benefit only partially realised.
