Purpose:

Content: The Director of Economic Development and Planning submitted a report updating Committee on the Land South of Accrington Road, Whalley planning appeal and to seek approval for a supplementary estimate of £50,380 in respect of costs awarded against the Council.   Officers had recommended conditional approval in respect of the scheme however following consideration, the Planning and Development Committee were minded to refuse full planning permission. The developer had successfully appealed the decision with the Planning Inspector awarding costs against the Council.   It was proposed that the Planning Earmarked Reserve be used to fund the supplementary estimate.   RESOLVED THAT COMMITTEE:   Approved a supplementary estimate of £50,380 in respect of costs awarded against the Council, and the use of the Planning Earmarked reserve to fund the supplementary estimate.
