Purpose: Wiltshire Council is the statutory commissioner of a comprehensive integrated sexual health services including contraception services and sexually transmitted infections (STI) testing and treatment. The current contract for the existing service expires on 31 March 2027 and there is now the requirement to commission further service provision as of 01 April 2027, funded by the Public Health Grant at an estimated value of at least £1.4m per annum (5+2 contract term).

Content: Resolved:   That Cabinet:   1)    Recognise the requirement to commission a comprehensive sexual health service that includes free contraceptive services[KB1] , STI testing and treatment, chlamydia screening and HIV testing and the delivery of HIV pre-exposure prophylaxis (PrEP).   2)    Agree to delegate responsibility to tender, commission, negotiate and award the contract (as appropriate) to the Director of Public Health and in consultation with the Cabinet Member for Public Health and Co-ordination with the NHS.   Reason for Decisions   The commissioning of sexual health and contraceptive health services is a statutory public health function under the Health and Social Care Act (2012) and is a prescribed function of the public health grant which is under the responsibility of the Director of Public Health. The current contract expires on 31 March 2027, there is a need to procure this service to ensure no gap in delivery of services.
