Purpose: This report seeks approval for the Council to enter into S278 and S38 Dedication Agreement following the completion of the Youth Zone development at Crooked Land and Tithebarn Street, Preston City Centre. This is an urgent decision due to the Youth Zone being unable to progress until the agreements are signed off by the Council.

Content: Decision Taken – That the Director of Resources approved theentering into a S278 and S38 Dedication Agreement to designate Preston City Council land for highway purposes.   Reasons for Decision – The documents are required to be entered into upon completion of the development as set out in the Agreement for Lease and to comply with the planning permission granted in order for The Vault to open and operate.   Alternative Options Considered and Rejected – Not agreeing to the Agreements was considered and rejected as this would not enable the Youth Zone to open.
