Purpose: To seek Cabinet approval for a 12-month pilot to accelerate move-on from temporary accommodation (TA) into the private rented sector (PRS) for 60 homeless households, thereby reducing nightly paid accommodation volumes and delivering significant net savings whilst improving outcomes for residents.
Content: To seek Cabinet approval for a 12-month pilot to accelerate move-on from temporary accommodation (TA) into the private rented sector (PRS) for 60 homeless households, thereby reducing nightly paid accommodation volumes and delivering significant net savings whilst improving outcomes for residents. Exempt Paragraph 3 – Information relating to financial and business affairs of any particular person (including the Authority holding that information) RESOLVED That the Cabinet: a) delegates the negotiation, approval and completion of all relevant documentation, including legal paperwork, to the Head of Strategic Housing, in consultation with the Head of Corporate Finance and Head of Law and Governance. (Generic Delegations 2 & 3 will be used to enact this recommendation). b) delegates authority to the Head of Strategic Housing to undertake a procurement tendering exercise to appoint a supplier in accordance with the Council’s Procurement Code to progress and launch of a 12-month TA Reduction Pilot. (Generic Delegations 3 will be used to enact this recommendation). c) delegates authority to the Head of Strategic Housing, in consultation with the relevant Cabinet Member, Head of Corporate Finance and Head of Law and Governance, to approve the award of the contact for Temporary Accommodation Reduction Pilot following an appropriate procurement process. (Generic Delegations 3 will be used to enact this recommendation). d) Delegates authority to the Head of Strategic Housing in consultation with the Cabinet Member for Housing for the amendment of the payment thresholds per bedroom size, and to make any amendments from legislation or guidance and codes of practice and that this be reflected in the Head of Service sub-delegation scheme. (Generic Delegations 7 will be used to enact this recommendation). Reasons for the Recommendations Crawley currently has approximately 640 households in TA, with around 460 in nightly paid lets. The Council requires an integrated employment, PRS procurement, and tenancy sustainment model to enable households to achieve stable PRS tenancies (circa 13% reduction in nightly lets), unlocking an estimated £0.79m net savings per annum while improving residents’ independence and well-being.
