Purpose:

Content: The Committee resolved to move into private session for this item in accordance with paragraph 3 (information relating to the financial or business affairs of any particular person (including the authority holding that information)) of Part 1 of Schedule 12A of the Act, and because the public interest in maintaining the exemption outweighed the public interest in disclosing the information.   A report seeking Member consideration and decision on a number of options for the Council’s heating services contract was presented to the committee.   R E S O L V E D – that;   A.    Option 1, that the Council enter into a contractual arrangement for the provision of heating services for an 18 month period, commencing in April 2025 and concluding at the end of September 2026, be approved.   B.    the associated legal and procurement risks, balanced against service continuity and financial value, be noted.   C.   the payment of outstanding uplift costs, which were yet to be confirmed, be agreed.   D.   contract management arrangements be strengthened going forward and Officers be directed to commence preparation for re?procurement immediately following a compliant open tender process to be completed by June 2026, allowing for a 3-month mobilisation period up to end of September 2026.
