Content: RECOMMENDED to Council on 12 February 2026 to:   (a)  Approve the capital strategy 2026/27 to 2035/36 which is contained in appendix one of the report of the head of finance to Cabinet. (b)  To agree the strategy for flexible use of capital receipts which is contained as annex A of the capital strategy.
