Purpose: To consider a request for CIL funding from the Earth Trust.

Content: RECOMMENDED to Council on 12 February 2026:   (a)   For an allocation of up to £500,000 of Community Infrastructure Levy (CIL) funding to be added to the council’s approved capital programme for use towards the junction, access road and car park elements of Phase 2a of the Earth Trust Gateway to Nature project as set out in this report. (b)   Should the funding allocation be approved, to delegate to the Head of Finance, in consultation with the Head of Legal, to:                                                i.     Agree and enter into a funding agreement with the Earth Trust regarding the terms of use of the CIL funding; the instalments in which the funding is paid; the timing of instalments; the conditions subject to which instalments are paid and to otherwise protect the interests of South Oxfordshire District Council as the provider of the funding by undertaking legal and financial due diligence including being satisfied that the funding is lawful and compliant with subsidy control provisions.                                               ii.     Approve the release of the funding to the Earth Trust subject to and in accordance with the funding agreement.
