Purpose: To consider options to improve the Council's governance arrangements

Content: Resolved:   1.  To approve the timescales of procuring technology by the end of 2025/26 financial year, followed by installation by Q4 2026.   2.  To approve an exemption under Contract and Procurement Rules, paragraph 3.2.5, to allow procurement with VP-AV for the digitisation of council chamber technology. This is justified on sound business grounds as expanding upon some existing provision and the requirement for all equipment to work collectively for full compatibility and operational efficiency.
