Purpose:

Content: The Assistant Director - Chief Regeneration Officer has approved an extension to the contract to Turner & Townsend Project Management Ltd for £18,813.84  to provide client-side project management for the Borough Yard (Hind Street) project.   The Borough Yard (Hind Street) project will see the development of around 1,500 new homes over the next 10 to 15 years. This transformational project aims to create a new community adjacent to Birkenhead Town Centre.   Policy and Resources on 2 October 2024 approved the appointment of John Sisk & Sons Limited to a Pre-Construction Services Agreement  (PCSA) for delivery of Enabling Works Package for the Borough Yard/Hind Street Scheme   The Liverpool City Region Combined Authority and Homes England has approved £52m of funding in principle to deliver the Enabling Works Package, subject to satisfying a series of conditions.   The Council is seeking to satisfy various grant funding conditions and to enter into a construction contract for the works.   Turner & Townsend  Project Management Ltd have provided the Council with client-side project management support for the scheme since April 2025 using the Crown Commercial Services  Construction Professional Services Framework (RM6165)   This contract is for the  provision of external capacity and expertise to support the delivery of the scheme.   This decision to extend the contract will enable a continuation of project management support for a period of 3 months from February 2026.   The total value of the Council’s contracts with Turner & Townsend Project Management Ltd since 1 April 2025 stand  at £112,131.05. This includes the £18,813.84 approved via this decision    £72,935.55 of the total costs have been covered by revenue grants from the Liverpool City Region Combined Authority and Homes England. The remaining £39,195.50 is intended to be covered by a Liverpool City Region strategic transport pre-development grant funding. An alternative option would be for the Council to not extend its contract with Turner & Towsend Project Management Ltd. It is considered that the project is at an important stage in completing the PCSA and satisfying the grant funding conditions. It is important that the Council has the required resources available to support this work and that continuity is provided via key personnel.   The decision has been taken under Part 3 Section C - Overview and Scheme of Delegations of Authority to Officers as the decision is not reserved to a Committee or Sub-Committee and the Assistant Director is satisfied that paragraphs 2(a) to 2(c) apply.   Background Papers   Hind Street – Primary Enabling Works – October 2024   Policy & Resources Committee Capital Programme – Hind Street – November 20204
