Purpose:

Content: 1.    That the supplementary information contained within the document entitled "Update to the Council Budget 2026/27 report to Executive 03 February 2026” (the Update”), which has the effect of amending the proposed budget framework, be noted.   2.    That the consultation and engagement comments as shown in revised Appendix C of “the Update” be noted.   3.    Subject to recommendation 4 below, the budget framework incorporating the below, be recommended to full Council:   a)    The revenue budget for 2026/27 as proposed in Table B of the report, with funding and expenditure changes as amended in Table G of “the Update”;   b)    The capital programme for 2026/27 as proposed in Table C and Appendix A of the report;   c)    The level of council tax for 2026/27 proposed in Table F of “the Update” and shown in supplementary Appendix G of “the Update” including the increasing of council tax in 2026/27 by 2.9% inclusive of 2% for Adult Social Care, supported by the consideration of the Equality Impact Analysis contained in supplementary Appendix H of “the Update”;   d)    The draft prudential indicators for 2026/27 attached at Appendix B of the report;   e)    The Financial Strategy attached at Appendix D of the report;   f)      The Capital Investment Strategy attached at Appendix E of the report.   4.    That the Leader amends the Executive’s recommended budget framework to the County Council, where further clarity on the outstanding items referred to in paragraph 5.1 of the report is received between the Executive meeting on 3 February 2026 and the County Council meeting on 20 February 2026
