Purpose:
Content: 1. That the commissioning and procurement of a standalone, countywide smoking cessation service be approved, for an initial contract term of three (3) years, plus an extension of up to a maximum of three (3) further years, aligned to DHSC ringfenced smoking cessation funding allocations, effective from 1 April 2027, within current budgets, incorporating annual inflationary uplifts. The maximum total contract price will be limited to £2,900,000 per year and £17,400,000 over the maximum potential 6 year term in line with DHSC smoking cessation ringfenced allocations. The final contract price would be determined as part of the competitive tender process. This recommendation represents a total cost to Lincolnshire public health budgets of £7,200,000, with the remainder covered by additional DHSC smoking cessation ringfenced allocations, as set out in the report. 2. That the commissioning and procurement of a standalone Balance & Stability (Falls Prevention) service be approved, for an initial term of three (3) years, plus an extension of up to a maximum of three (3) further years, effective from 1 April 2027, within current budgets, incorporating annual inflationary uplifts. The maximum total contract price will be limited to £160,000 per year and £9,600,000 over the maximum potential 6 year term in line with Public Health budget allocations. The final contract price would be determined as part of the competitive tender process. 3. That the modification of the existing Integrated Lifestyle Service (ILS) contract to incorporate utilisation of designated national Swap to Stop scheme funding for the period 1 April 2026 to 30 September 2026 at a value of £300,000 be approved. 4. That the direct award of an interim ILS contract, at a value of £1,886,050, for a period of six months, from 1 October 2026 until 31 March 2027, to Thrive Tribe Ltd to allow sufficient time to commission and run a competitive procurement, under Provider Selection Regime regulations, and mobilise new standalone smoking cessation service and falls prevention service, be approved. 5. That the direct award of an interim SmokeFree Generation (SFG) contract at a value of £388,090, for a period of six months, from 1 October 2026 until 31 March 2027 to Thrive Tribe Ltd, in order to allow sufficient time to commission and run a competitive procurement, under Provider Selection Regime Regulations, and mobilise a new standalone smoking cessation service, be approved. 6. That authority be delegated to the Executive Director for Adult Care and Community Wellbeing, in consultation with the Executive Councillor for Adult Care and Health and the Director of Public Health, to take all decisions necessary to progress the modification of the existing ILS contract detailed in recommendation 3, the running of a compliant Provider Selection Regime process with a view to awarding ILS and SFG contracts detailed in recommendations 4 and 5 to the current Integrated Lifestyle Service and ‘SmokeFree Generation’ provider, Thrive Tribe Ltd, and the running of further competitive procurement processes under Provider Selection Regime regulations, as detailed in recommendations 1 and 2, up to and including the determination of the final form contracts and award and execution of those contracts. 7. That the reallocation of the funding released from the current ILS budget to fund a proportion of the costs of the Best Start Lincolnshire: Early Years and Family Service, ensuring that this service prioritised addressing health inequalities for young children and promoting positive health routines, be approved.
