Decision Maker: Environmental Services and Regulation Policy Committee

Outcome: Recommendations Approved

Is Key Decision?: Yes

Is Callable In?: No

Purpose:

Content: 8.1 Members considered a report of the Executive Director – Neighbourhoods seeking formal approval of The Environmental Regulation and General Licensing Enforcement Policy following a comprehensive review.     8.2 RESOLVED UNANIMOUSLY: That the Environmental Services and Regulation Policy Committee approves the Environmental Regulation and Licensing Enforcement Policy.     8.3 Reasons for Decision     8.3.1 The recommendation to approve the revised Environmental Regulation and Licensing Enforcement Policy is made to ensure that the Council’s enforcement activities are consistent, transparent, and compliant with current legislation and best practice. The updated policy provides a clear framework for officers, businesses, and residents, supporting fair and proportionate enforcement across all service areas.     8.3.2 Adopting this policy will help the Council meet its statutory duties, protect public health and the environment, and contribute to the delivery of the Council’s strategic priorities. Regular review and stakeholder feedback will ensure the policy remains effective and responsive to the needs of Sheffield’s communities.     8.4 Alternatives Considered and Rejected     8.4.1 Alternative Option 1: Do nothing Taking no action was not considered viable, as it would leave the Council without an up-to-date, fit-for-purpose enforcement policy, potentially undermining effective regulation and public confidence.     8.4.2 The recommended option, a single, updated Enforcement Policy for Environmental Regulation and Licensing was chosen as it provides a clear, consistent, and legally compliant framework for enforcement across all relevant service areas.
