Content: To approve the appointment of a leisure operator via a Design, Build, Operate and Maintain (DBOM) contract in line with delegated authority granted by Cabinet on 6 February 2024 With the agreement of the Chief Finance Officer (section 151 officer) and in consultation with the Cabinet Member for Major Projects and Regeneration and the Cabinet Member for Finance and Property, to award the BDBC Leisure Design, Build, Operate and Maintain Contract (the DBOM Contract) to the proposed bidder as identified in Appendix 1 following the successful completion of a Competitive Dialogue Procedure under Regulation 30 of the Public Contracts Regulations 2015. The contract opportunity is for the award of the Design, Build, Operate and Maintain Contract (DBOM) of a new leisure centre on the site of car park 8 at Basingstoke Leisure Park, as the existing facility is life expired and beyond economical repair, and for the operation of the following leisure activities: · Aquadrome current facility operation, until transfer of service to the new Facility · Tadley Health and Fitness Centre operation · Basingstoke Golf Centre operation. The contract will operate for a term of 20 years with up 5 years extension option. This delegated decision is made in furtherance of the decision of Cabinet made on 6 February 2024. Alternative options considered included not to award the contract. This option has been rejected as the existing facility is life expired and beyond economical repair. The final response complies with all mandatory required elements of the tender and provides optimum value for money and additionality for the council No conflicts have been identified or detected during the procurement process nor in the making of this decision.
