Purpose: Re-procurement of the corporate Enterprise Resource Planning (ERP) system, Oracle Fusion. The system is a Cloud Software as a Service (SaaS) with subscription licenses for Finance, Procurement, HR and Payroll and associated software.

Content: To approve the award of a new five-year contract to Oracle Corporation UK Ltd for the provision of Oracle Fusion Cloud Software as a Service (SaaS) subscriptions and associated services, commencing 24 February 2026.   To approve the annual contract cost of £1,353,326.65, excluding VAT (£1,623,991.98 including VAT) giving a total contract value of £6,766,633.25 excluding VAT (£8,119,959.90 including VAT) over the five-year term.   Give authorisation to the Assistant Director Technology to finalise the call-off documentation under the Crown Commercial Service RM6285 Back Office Software 2 Framework and complete necessary contractual formalities with the supplier.   To note that the contract will be funded from the existing Digital, Data and Technology revenue budgets. Funding shortfall will be addressed as part of the council’s ongoing review of technology spending with any future increases requiring management through the Council’s financial planning processes.
