Purpose:

Content: RESOLVED:   1.    That the Sub-committee finds Councillor Kamala Kugan failed to comply with paragraph 14.1.iv of the Code of Conduct;   2.    That Councillor Kugan be formally censured by the Sub-committee; and a formal censure report be issued to the Audit, Governance and Standards Committee in March 2026 and the details of the censure be published on the Council’s website;   3.    That Councillor Kugan must issue the apology originally required by the Standards Sub-committee determination on 30 September 2025 by no later than 5:00pm on Sunday 15 February 2026.   4.    That the matter be reported to the Council for information, including a recommendation that Councillor Kugan be removed from all Council committees;   5.    That Councillor Kugan be excluded from the Council’s offices and other premises, with the exception of specific meeting rooms as required for the purpose of attending official Council meetings;   6.    That Councillor Kugan’s access to the all-councillor email distribution address be revoked.
