Purpose: To outline the proposed changes to made to introduce blended working across Customer Services and the Library Service, creating a new improved way of supporting in person customer contact across a future blended Library and Information Service.

Content: RESOLVED that:-   (a)      Cabinet note the methodology and activity undertaken to review the current service operating models and inform the proposals for a new integrated Library and Information Service;   (b)      Cabinet note the proposals to create a new Library and Information Service including the creation of a ‘universal front door’, the introduction of an area based ‘hub and cluster’ model, revised staff operating hours, extension of the network of Community Access Libraries (CALs), making better use of digital services, and redesign of the Mobile Library offer;   (c)      Cabinet approve the commencement of an eight-week period of formal public consultation, supported by a programme of awareness raising and engagement, commencing Monday 16 February 2026 and concluding Monday 13 April 2026; and   (d)      Cabinet agree to receive a further report describing the findings from the public consultation and final proposals for implementation of a new Library and Information Service to be considered prior to implementation.
