Purpose: The purpose of this report is to seek formal approval for the redevelopment of the Council owned Foundry House site in Bedlington, to own and operate a Complex Care facility. The report also provides the context of the challenges faced in this area of care provision in Northumberland and sets out key considerations that the department, working closely with health commissioners, is seeking to address
Content: RESOLVED that:- (a) Cabinet approves the redevelopment of the council owned Foundry House site to accommodate a 36-bed specialist residential care facility; (b) Cabinet approves continued investigation for development of semi-independent Dementia and complex care bungalows through the Homes England Affordable Homes programme; (c) Cabinet agrees to begin a procurement exercise to identify a Design and Build partner and secure dedicated Programme Management resource to deliver the scheme; (d) Cabinet approves the use of the site for the purposes set out in the report and in doing so, agrees to forego a capital receipt for the sale of the site; and (e) Cabinet notes the Council funded capital requirement is included in the budget setting proposals, to be received at full Council in February 2026, and is based on modelled costs set out in the report.
