Purpose:
Content: The Director of Economic Development and Planning submitted a report seeking approval of an exemption from the requirements of the Council’s Contract Procedure Rules, under CPR 5.2(e), to enable the urgent instruction and direct award of contract to consultants to provide a Green Belt Review (Incorporating Grey Belt Assessment). The study would form a critical part of the evidence base informing the ongoing preparation of the Local Plan. Whilst a compliant and transparent ITQ process had been undertaken, in accordance with CPR6, only one quotation was received. An exemption from the requirements of the Council’s Contract Procedure Rules was therefore requested in order to proceed with the appointment. RESOLVED THAT COMMITTEE: Approved the request for an exemption from the requirements of the Council’s Contract Procedure Rules, under CPR 5.2(e), on the basis that a compliant procurement exercise was undertaken; a single compliant quotation was received; value for money and compliance with domestic legislation had been demonstrated; and re-tendering would cause delay without a reasonable expectation of increased competition.
