Purpose: To seek Members’ approval for a Public Space Protection Order (PSPO) for identified areas of Wrexham City Centre.
Content: To seek Members’ approval for a Public Space Protection Order (PSPO) for identified areas of Wrexham City Centre. RESOLVED – (i) That the Executive Board agree to the implementation of the conditions of the proposed PSPO for the designated area in Wrexham city centre, for the maximum period of 3 years effective from 8 March 2026, as shown in the Proposed Order attached as Appendix A to report CE/01/26. (ii) That the PSPO be subject to quarterly review by the Community Safety Partnership Board. (iii) That the PSPO be reported on annually through the Community Safety Plan to the Crime and Disorder Scrutiny Committee. Reasons for Decisions (i) The PSPO is one of the available tools and powers in the Act to address ASB for the benefit of residents, visitors and local businesses. Enforcement, alone, is not the answer to the issues, but it is a vital part of a multi-agency approach that we have adopted involving contributions from the Local Authority, North Wales Police, Betsi Cadwaladr Health Board (BCUHB) and other partner organisations. (ii) The consultation results of the proposed renewal of the Wrexham City Centre Public Space Protection Order (PSPO) shows strong overall public support for continuing all existing restrictions, with residents, workers, visitors, businesses, councillors and police all contributing to the feedback. Respondents consistently highlighted concerns about ASB, drug use, street drinking, and public urination/defecation, emphasising the need for improved safety, visible enforcement, and a cleaner city centre. While most agreed the measures are necessary and beneficial, many also stressed the importance of stronger enforcement, better access to public toilets, and support services for vulnerable groups. Overall, findings indicate firm backing for renewing the PSPO, alongside calls for clearer communication, greater enforcement presence, and more supportive, inclusive approaches. (iii) The vast majority of Wrexham residents adhere to rules and boundaries without ever the need for any formal enforcement. The PSPO does not seek to target a group of individuals but applies to any member of the public over the age of 18 who participate in ASB. By not having restrictions proposed by the PSPO there is a risk of ASB increasing.
