Content: The Committee considered a report by the Director of Resources and Deputy Chief Executive (circulated previously) regarding the Financial Management report for quarter 3 of 2025/26. In response to questions, the Director of Resources and Deputy Chief Executive advised the following: The table detailed in paragraph 4.1.9 of the report in relation to Green Lanes was the original table that had been produced when the decision to acquire Green Lanes was taken in 2021/22. . It was projected back in 2021 that the rental income would be circa £1.1m for 2025/26. There was an expected reduction in cash flow, which had been predicted. It was hopeful that a new tenant would be shortly moving into the vacant unit previously occupied by River Island. The net income was still making a contribution to the Council and not all of the external borrowing had been taken yet. There were a number of reasons why the car parking income had reduced. Ringo was being used by customers to pay for car parking for the time that they were there. Previously, some customers would have paid more than the actual time using the car park. Ringo provided the benefit of being able to extend the time of parking. Also an half hourly rate had been introduced to encourage people to visit which was beneficial for customers. Less parking charge notices were being issued, as customers were using Ringo for paying for their stay in car parks. The Scrutiny and Policy Development Committee had set up a working group to review the Pannier Market’s business plan. Recycling sales were estimated to be down by circa £80,000, however it was anticipated that following the installation of the new baler, that the quality of the materials would improve and the recycling sales would increase. In response to questions, the Chief Executive advised the following: · That the Civil Enforcement Officers were there to assist members of the public. They were not given targets for issuing parking fines. RESOLVED that: (a) The contributions to/from earmarked reserves (section 4.2 of the report) be approved; (b) The movement on the Strategic Contingency Reserve (section 4.3 of the report) be noted; (c) The funds be released for the capital schemes listed in section 4.4.8 2.5 of the report; (d) The sections dealing with Treasury Management, Debt Management and General Debtors (sections 4.5 to 4.7 of the report) be noted. RECOMMENDED: (e) The variations to the Capital Programme 2025/26 to 2027/28 (sections 4.4.3 of the report) be approved.
