Purpose: The project will procure a 24/7 high-need supported housing service with integrated housing management for men aged 18+ with complex, diagnosed mental health needs who are homeless or at risk of homelessness. One contract will deliver both the support services and the housing management.
Content: RESOLVED: That Cabinet: Agreed to run an open tender to procure a supported housing service at Dame Gertrude House for men aged 18 and over with complex mental health needs who are homeless or at risk of homelessness for three years with the option to extend for up to two additional years in one-year intervals. Delegated authority to the Strategic Director of Housing and Environment to award the contract. Delegated authority to the Strategic Director of Housing and Environment to exercise the options to extend the contract. REASONS FOR DECISION AND OPTIONS CONSIDERED: 1. The decision is required to ensure continuity of a critical service for men with complex mental health needs who are homeless or at risk of homelessness. The expiry of the previous contracts, combined with the need to maintain a robust 24/7 support model, makes procurement of a new integrated contract essential. 2. The preferred single contract approach delivers best value by improving accountability, reducing duplication, and enabling the council to review operational efficiencies over the lifetime of the contract, including safe adjustments to night-time staffing. The following options were assessed when determining the recommended approach: I. Do nothing - Rejected due to high safeguarding, financial, and statutory risks. II. Separate contracts for housing management and support - Rejected due to fragmentation, higher costs, and reduced accountability. III. Housing Management to manage the building and support by a contractor - Rejected due to fragmentation and reduced accountability IV. Single integrated contract – Preferred option as it delivers best value, improved outcomes, service continuity.
