Purpose: This report seeks Cabinet’s approval to recommend to Full Council the budget proposals for the 2026-27 financial year, along with the Medium Term Financial Plan 2026-30, the annual Treasury Management Strategy, the annual Capital and Investment Strategy and Capital Programme, the sales, fees and charges schedule and the Tamar Bridge Torpoint Ferry annual budget. Prior consideration and scrutiny of budget proposals to be undertaken by the Budget Development Overview and Scrutiny Committee.

Content: This report seeks Cabinet’s approval to recommend to Full Council the budget proposals for the 2026-27 financial year, along with the Medium Term Financial Plan 2026-30, the annual Treasury Management Strategy, the annual Capital and Investment Strategy and Capital Programme, the sales, fees and charges schedule and the Tamar Bridge Torpoint Ferry annual budget. Prior consideration and scrutiny of budget proposals to be undertaken by the Budget Development Overview and Scrutiny Committee. DECISION:   RESOLVED TO RECOMMEND TO COUNCIL:   1.  That the new Council Priorities Plan 2026-2030, as set out in Appendix 1 to the report, be approved.   RESOLVED:   2.  That the Climate and Energy Action Plan and the Nature Recovery Action Plan, as set out at Appendix 2 and Appendix 3 to the report respectively, be approved.     Reason for the Decision:    As contained within the report.   Alternative options considered:   None other than contained within the report.   Conflicts of interest declared:   None.   Dispensations granted in respect of a conflict of interest:   N/A
