Purpose: This report summarises proposed amendments to the capital programme considered by the Capital Strategy Group on 16 December 2025.
Content: RESOLVED that:- Queen’s Hall Theatre and Arts Centre Cabinet approve a grant of £0.150 million from the Property Stewardship Fund (£0.050 million) and Strategic Regeneration Fund (£0.100 million) to support Queen’s Hall Arts with its capital investment programme to be scheduled in 2026-27. Cabinet note that the £0.100 million grant from the Strategic Regeneration Fund is potentially repayable by Queen’s Hall Arts to the Council upon receipt of grant funding from the Arts Council England. Cabinet approve the amendment to the capital programme to reallocate £0.050 million from the Property Stewardship Fund and £0.100 million from the Strategic Regeneration Fund to the Queen’s Hall Theatre and Arts Centre project in 2026-27. Lindisfarne Park, Alnwick Cabinet approve capital spend totalling £0.092 million for the creation of a new public park at the old Lindisfarne Middle School site in Alnwick in 2025-26, funded by the Parks Enhancement Capital Programme and a £0.005 million contribution from Councillor Gordon Castle’s MLIS funds. Cabinet approve the amendment to the capital programme to reallocate £0.087 million in 2025-26 from the Parks Enhancement Capital Programme project to the Lindisfarne Park project. Cramlington Regeneration Programme Cabinet approve the spend of £1.500 million to undertake the construction of the Northburn Sports and Community Centre Masterplan Phase 1 (3G Football Pitch and Car Park) project in financial year 2026-27. This is to be funded with £0.250 million from the remaining MTFP allocation for the Cramlington Regeneration Programme, £0.100 million from the Sports Development Reserve, £0.050 million contribution from Cramlington United Football Club, and £1.100 million grant from the Football Foundation. Cabinet agree to accept Football Foundation funding of £1.100 million and enter into a Grant Funding Agreement with the Football Foundation for the above project, subject to agreement of terms and receipt of appropriate legal advice.?Agree to award a contract to a supplier to deliver the project subject to procurement. Cabinet approve the amendments to the capital programme to reallocate £0.250 million from the Cramlington Regeneration Programme to the Northburn Sports and Community Centre Masterplan Phase 1 project and to add in the additional funding of £1.250 million from the sources mentioned in 3.4a. Cabinet approve a total funding allocation of £0.350 million to deliver the Cramlington Alexandra Park Skatepark redevelopment in 2026-27, including renovation and expansion funded from the Cramlington Regeneration Programme included in the MTFP. Cabinet approve the amendment to the capital programme to reallocate £0.350 million from the Cramlington Regeneration project to the Cramlington Alexendra Skatepark in 2026-27. Cabinet approve the sum of £0.205 million, previously earmarked for the Dementia Garden project in Cramlington, to be reallocated back to the Cramlington Regeneration Programme budget for use on other projects following the Dementia Garden project securing other funding and the contribution required from the Council reducing to £0.050 million.
