Content: Councillor Coles - Housing and Customer Services Portfolio Consideration was given to an update on the performance of the Shopmobility Service over the past year with a request to secure funding to allow the service to continue for a further year. It was noted that the funding for Shopmobility was allocated on a twelve-month basis in line with the Council’s Medium Term Financial plan. In receiving the report, it was noted that since 2024, the Shopmobility service had been outsourced to Active Mobility. Under the 3-year agreement in place, Stratford-on-Avon District Council provided the accommodation for the service at Bridgeway Car Park, including all business rates and utility costs. The options available to The Cabinet were to note the Year 2 review and to either agree grant funding and request for £15,000 be paid in instalments over the coming year allowing the service to continue, to ask officers to work with Active Mobility to establish if any level of service could be delivered without further subsidy, not to provide further funding, or to ask officers to seek alternative ways of delivering the service. Councillor Crump, Chair of Overview and Scrutiny Committee (OSC), provided feedback from the meeting of the OSC held on 4 February 2026 and passed on appreciation for the work Shopmobility carried out be communicated to the company. A question was raised as to whether there was any data on the number of visitors to the district that used Shopmobility. The Portfolio Holder confirmed that she would enquire and circulate the responses once received. Following which, it was RESOLVED: (1) That the Year 2 review of Stratford Shopmobility be noted; and (2) That the funding request for £15,000 be supported and incorporated within the 2026/27 revenue budget. Note: In accordance with the Council’s Constitution, this item is not subject to call-in to the OSC.
