Purpose:

Content: Before the Committee was a report by the Assistant Director for Place and Economy, copies of which had been circulated to all Members and a copy of which is attached to the signed copy of these minutes as Item 12.   Members  were updated on the successful award from the Youth Investment Fund (YIF) for Eastbrook Manor Community Centre and provide rationale on the developments since the last report in December 2023. In securing the YIF funding, the opportunity was outlined to combine existing capital funding (from the capital programme) to further enhance Eastbrook Manor through economies of scale.         Decision:   1.     That acceptance of the Youth Investment Funding be authorised, and an increased total grant receipt of £841,143 to deliver the scheme as outlined in this paper, and approve the creation of a budget in the capital programme.   2.     That it be agreed that £431,050 of the assigned capital programme (which includes £140,000 ring fenced for car park improvements) to Eastbrook Manor Community Centre to be used to deliver supplementary improvements to the centre as outlined in this paper   3.     That authority be delegated to the Service Director for Place & Economy, in consultation with the Cabinet Member for Regeneration and Economy, to sign and complete the grant agreement and award the contract and complete the necessary legal documentation for the construction of the new buildings, and associated capital works, and the awarding of youth services contracts, subject to the outcome of compliant procurement processes and ensuring the work is within the approved budget.   4.     That the successful bidder to operate the Eastbrook Manor Community Centre be approved and authority be delegated to the Service Director for Place & Economy authority to complete a lease in accordance with agreed Heads of Terms       Call In: The call-in deadline for decisions will be 5.00pm on 17 February 2026.
