Purpose: To authorise officers to undertake a statutory consultation in relation to proposed changes to the Council’s Post 16 Travel Policy and Post 16 statement, for learners with an EHCP.   To delegate the approval of the consultation and draft policy to the Director of Education and Skills.  

Content: To authorise officers to undertake a statutory consultation in relation to proposed changes to the Council’s Post 16 Travel Policy and Post 16 statement, for learners with an EHCP.   To delegate the approval of the consultation and draft policy to the Director of Education and Skills.   Following consultation with officers I give notice that I intend to make the decision set out in the attached report. If you would like to make any representations to me on this issue please do so by 23 February 2026. It is a requirement for Wiltshire Council to consult on any changes to its policies that may have a wide-reaching impact to its residents.  It is important that the views of residents are sought when considering any proposal for policy change, to ensure that decisions can be made with full information. Wiltshire Council is seeking permission only to consult on proposed changes to the Post 16 Transport Policy for learners with an EHCP.   Any options will be considered after the consultation has concluded, with reporting and decision making through Cabinet at its meeting on the 6th May 2026 Authority to consult on proposed changes to the Post 16 Transport policy for learners with an Education Health and Care Plan (EHCP)
