Purpose: The Cabinet Member for Streets will consider the key findings from the informal consultation of the Westbourne Terrace Cycle Movement Phase 3 scheme, and whether to continue with TMO consultation, detailed design, and build of the scheme – continuing from phase 2 changes made in early 2025. 

Content: The Cabinet Member for Streets will consider the key findings from the informal consultation of the Westbourne Terrace Cycle Movement Phase 3 scheme, and whether to continue with TMO consultation, detailed design, and build of the scheme – continuing from phase 2 changes made in early 2025.  Summary of Decision: The Cabinet Member for Streets has approved the implementation of and associated expenditure for the Westbourne Terrace Phase 3 project and delegated authority to make the relevant Traffic Management Orders, which will improve and make permanent the temporary cycle lanes installed as part of the COVID-19 pandemic response.   Reasons for Decision: This cycle scheme from the Westbourne Terrace’s intersection with Harrow Road to its intersection with Craven Road forms a critical part of Westminster’s active travel infrastructure and will deliver improvements to the local environment for sustainable journeys and encourage active travel in line with the Fairer Westminster strategy.
