Purpose: Shoeburyness Ward has recently been granted up to £20m under the Government’s ‘Pride in Place’ funding, which seeks to make positive community led interventions via a ‘Neighbourhood Board.’ Agreement is being sought for SCC to accept the Accountable Body status and proceed with the board set up, and accepting responsibility for the mobilisation, financial, governance, and reporting elements of the funding.

Content: 1. That the proposal for Southend-on-Sea City Council to be the Accountable Body for the government’s Pride in Place funding allocation to Shoeburyness ward, be approved.   2. That authority be delegate to the S151 officer to fulfil the Accountable Body functions in respect of the Pride in Place funding for Shoeburyness Ward.   3. That the Pride In Place Shoeburyness Governance Framework, that defines the roles and responsibilities of the Local Authority as the Accountable Body, the local MP, and the Neighbourhood Board, as set out in Appendix 1 to the submitted report, be noted. To facilitate successful delivery of the Pride in Place Programme and associated funding in line with government intention, policy guidance and to the benefit of the residents of Shoeburyness Ward. Not to accept Accountable Body status would leave the residents of Shoeburyness Ward without an Accountable Body to administer the government funding and deliver the intended interventions and objections. This would in turn mean that residents in Shoeburyness Ward would not benefit from the expected positive impacts on their community, and it would put at risk the council’s reputation locally and in Whitehall to be a trusted delivery partner.
