Content: Councillor Lesley McKay, Resources Portfolio Holder and Clare James, Director of Finance and Governance (S.151 Officer) submitted a report to seek recommendation for approval of the Revenue Budget 2026/27, together with the Medium-Term Financial Plan, Council Tax, Updated Revenue and Capital Budget 2025/26 and Capital Programme 2026/27 onwards.   Councillor Vincent read an update out in relation to the final Local Government Finance Settlement.   Councillor Vincent and Clare responded to a question from Councillor Fail regarding the Investment Projects reserve and what that money was earmarked for and when it was to be used.   Councillor Vincent and Clare responded to a question from Councillor Fail regarding extending the affordable housing delivery programme and the upgrade of Jubilee Gardens.   Decision   Cabinet agreed:   Approve the budget and proposals set out in this report, including the level of Council Tax as set out in the draft Formal Tax Resolution for 2026/27 as at Appendix 1.   Approve the Medium-Term Financial Plan (MTFP) at Appendix 2.   Agree the Policy on the Level of Reserves and Balances at Appendix 3 and note the use of Reserves and Balances as indicated in Appendices 4 and 5.   Agree the Updated Capital Budget for 2025/26 and the Capital Programme for 2026/27 onwards as shown in Appendix 6.   Note the results of the Budget Consultation at Appendix 7.   Note the Risk Assessment at Appendix 8.   Note the Parish Precepts at Appendix 9.
