Purpose: Decision to be taken by: Siobhan Farmer, Director of Public Health in consultation with Cllr Paul Hodgkinson, Cabinet Member for Public Health, Communities and Fire Pursuant to an Authorisation from: GEN1 powers under the Council’s Scheme of Delegation. Having consulted with the Cabinet Member for Public Health, Communities and Fire in connection with matters described in a Cabinet decision dated 3 November 2025 and the decision set out below: DECISION: To conduct a competitive procurement process in respect of a four-year single provider Framework Agreement for the supply of the council’s Positive Relationships Gloucestershire service. The Framework Agreement shall be awarded to one provider who will deliver services under the following Lots: Lot A: Core service delivery, perpetrator behaviour change and early response interventions. Lot C: Provision of specialist perpetrator training for professionals. Decision 1 above is taken NOTWITHSTANDING Decision 1 set out in a Cabinet Decision dated 3 November 2025 to: “Conduct a competitive procurement process in respect of a four-year single provider Framework Agreement for the supply of the council’s Positive Relationships Gloucestershire service. The Framework Agreement shall be awarded to one provider who will deliver services under the following Lots: Lot A: Core service delivery, perpetrator behaviour change and early response interventions. Lot B: Local delivery of the ‘Drive Project’. Lot C: Provision of specialist perpetrator training for professionals.” given that it has since been determined that the PRG Framework is incompatible with the procurement route needed for any local commissioning of Drive.
