Purpose: This report presents the findings of the recent informal parking consultation regarding proposals to extend the Controlled Parking Zone (CPZ) operational hours and to convert the existing parking bays to ‘permit holders only’ at Radnor Cliff and Radnor Cliff Crescent, Sandgate, during the April–September period. The full analysis of the consultation is outlined in Appendix 1. The recommendations are based on the responses received.
Content: This report presents the findings of the recent informal parking consultation regarding proposals to extend the Controlled Parking Zone (CPZ) operational hours and to convert the existing parking bays to ‘permit holders only’ at Radnor Cliff and Radnor Cliff Crescent, Sandgate, during the April–September period. The full analysis of the consultation is outlined in Appendix 1. The recommendations are based on the responses received. DECISION: 1. To receive and note Report C/25/86. 2. That, subject to a formal statutory consultation on a proposed Traffic Regulation Order (TRO) amendment, the following changes be progressed: a. Conversion of Bays: That the existing shared?use parking bays within the identified section of Radnor Cliff and Radnor Cliff Crescent be converted to permit holders only during the period April to September. b. Passing Places and Bay Adjustments: That the proposed design incorporates the creation of additional passing places, achieved by shortening selected marked bays to improve vehicle flow, and that these passing places be marked with yellow lines and kerb markings. c. Extended Operational Hours: That the operational hours for the relevant bays be extended from 8:00am–6:00pm to 8:00am–8:00pm during the period April to September. d. Inclusion of Lower Radnor Cliff: That the lower section of Radnor Cliff be included within the scope of the proposed changes. 3. That the council’s highway engineer report back to the Cabinet Member for Transport if there are any objections to the proposed TRO amendment. Reasons for decision: The Cabinet Member for Transport, Regulatory Services and Building Control is asked to agree the recommendations because: a) The responses received indicate that the majority of respondents are in favour of extending the CPZ operational hoursand converting the spaces to ‘permit holders only’ during the period April to September. b) The changes will help improve traffic flow and reduce parking challenges commonly experienced by residents between April and September.
