Purpose: The purpose of this report is to seek approval in accordance with Contract Procedure Rule 6.5.2(i) (Schedule 1) for the award of contract to Viper Productions to produce a film and digital media programme showcasing young people and youth settings across the borough from 23 February 2026 to 31 August 2026. The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 6 and the most advantageous bid has been identified.
Content: The purpose of this report is to seek approval in accordance with Contract Procedure Rule 6.5.2(i) (Schedule 1) for the award of contract to Viper Productions to produce a film and digital media programme showcasing young people and youth settings across the borough from 23 February 2026 to 31 August 2026. The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 6 and the most advantageous bid has been identified. (i) That, in accordance with Contract Procedure Rule 6.5.2 (i) (Schedule 1), a contract be awarded to Viper Productions to create a film and digital media programme showcasing young people and youth settings across the borough from 23 February 2026 to 31 August 2026. (ii) That, the Procurement Team be authorised to make the necessary arrangements for the issue of the relevant contract documentation. Do Nothing/Not Award: This option was considered and rejected because it would result in failure to deliver committed activities within Knowsley’s Local Youth Transformation Pilot. This may result in clawback provisions from the Department of Culture Media and Sport as well as missed opportunities to showcase Youth provision and their benefits for local young people. Deliver in house: This option was considered and rejected due to insufficient internal capacity and resources. This approach would require the recruitment of additional staff making it unlikely that the required outcomes could be achieved within the necessary timescales.
