Purpose:

Content: The Cabinet considered the report of the Executive Director (Resources), which presented the Council’s Capital Strategy for 2026/27 and also explained the Council’s governance arrangements for making decisions relating to the Capital Strategy.   The report indicated that the aim of the requirement had been to provide an explanation of how the Council’s capital expenditure, capital financing, and treasury management activity contributed to the provision of local public services, in order to enhance Members’ understanding of those technical areas. In this respect, the report also explained the Council’s governance arrangements for making decisions relating to the Capital Strategy. In this respect, the report provided a high-level overview of the various components of the Capital Strategy and each of the components would be reported together for consideration at the full meeting of the Council on 4 March 2026.   RESOLVED – That the report and request the Council to approve the 2026/27 Capital Strategy and its associated reports be noted.   (Note:  That in accordance with the provisions of Section 28(2) of the Localism Act 2011, and the Council’s Code of Conduct for Elected and Co-opted Members, Councillor Mrs D Arnall declared a Disclosable Pecuniary Interest in the above item but, having received a dispensation from the Monitoring Officer, remained in the meeting, took part in the discussion and voted thereon.)
